Case Study: Oracle Fusion Middleware and service-oriented architecture

NOPERU (National Organization for Permits for Emissions and Resource Usage) is a public organization assigned with issuing permits for excessive emissions and use of resources such as energy beyond the given limit. NOPERU’s operations are based on checking, approving or denying license to government agencies, private enterprises or individuals.
NOPERU was established in the first half of the 1990s. Even though they have a national scope, most of their operations are paper-based. The channels that they utilized are telephone, paper-based mail, fax and on-site kiosks. Because of NOPERU’s dependence on these channels, their operations are only done during office hours. Needless to say, the type of service that NOPERU offers requires quick interaction between them and the clients.
Nonetheless, NOPERU used client/server technology in their computer systems. The system they used is Oracle Forms running against an Oracle 7 database. The use of digital systems, however, has only partially decreased the weight of NOPERU’s operations. This is because of the following reasons.
- First, the applications used by the public in their submissions have been optimized according to their own database. This made three unrelated programs, which are independently managed.
- Second, these programs run locally in every regional branch, which makes the database more vulnerable.
- Finally, administrative actions and upgrades are difficult to monitor because each application is entered into the database as instances. NOPERU does not manage its data and the data in the separate programs are not synched into each other.
Because of these difficulties, NOPERU has decided to overhaul its program. Three factors were given emphasis for this overhaul: speed, paperless-ness and usability. Improving these factors is part of the objective of the overhaul. The step they took is technology evolution, and this requires a lot of planning and designing. The architecture team led the evolution of NOPERU’s framework. The new system has three layers: the User Interface and Programmatic Interface Layer, the Business Layer, and the Data Layer. Each layer has a role of its own and the implementation of each layer is encapsulated to other layers. Command always comes from the top downwards, making the synchronization between tasks more fluid and logical.
NOPERU also conceptualized an inverted triangle system, which is comprised of Data Layer, the Interface Layer and the Business Layer.
The architecture team has made the whole system service-oriented. This is a radical departure from the application / silo-based operations of the previous system. Aside from services, event-driven architectural design was also included to transfer information without any direct dependencies between the source and the recipient(s) of the information. All of these are facilitated by the Oracle Fusion Middleware’s data management capabilities.
